About the Committee

The committee formulates and recommends for adoption by the full Senate the Standards of Conduct for all Senators, Senate officers and employees, and distributes a manual for the Senate based on the Standards of Conduct. The committee also reviews complaints regarding violations of the Standards of Conduct by Senators and Senate employees, keeping records of all investigations, hearings, documentation, etc., regarding such complaints. Finally, the committee conducts ethics orientation programs for Members and staff. For a more thorough explanation of the role of the Senate Ethics Committee, see Senate Rule 12.3

California Government Code 86103 requires lobbyists to attend an ethics course as a condition of registration. The Senate Committee on Legislative Ethics and the Assembly Legislative Ethics Committee jointly conduct the ethics courses for lobbyists.
